Paul is not quoting verbatim from scripture here. What he says appears to be a paraphrase of Isa 60:1-2 (CP Isa 60:1-2).
Eph 5:14 is an invitation for salvation to the unsaved, in order that they may be converted from children of darkness to children of light (CP Eph 5:13 with Pr 4:18).
