No. In V1 Peter is addressing the leaders of the church - the ruling elders, or presbytery (cp V1).
In V5 Peter is referring not to authority, but age - an older man - one senior in age (cp Ac 2:17; 1Ti 5:1-2).
Peter is admonishing young men in the assembly in 1Pe 5:5 to respect and honour the older men.
But the older men are to respect and honour the younger men too. They must all be submitted to each other (cp Pr 3:34).
Christians must all be humble toward each other, regardless of age or authority. God is only obligated to promote the humble, and He will lift them up in due time (cp Isa 57:15; Mt 11:28-30; Jn 13:3-17; Ro 12:10; Php 2:3-8; Col 3:12; Jas 4:6, 10).
