The term dogs is used metaphorically in scripture of homosexuals (cp Deut 23:17-18), false prophets (cp Isa 56:10-12), unclean Gentiles (cp Mt 15:22-27) and Judaizers (cp Php 3:2).
None of these will enter into eternity with Christ.
